24 is correct. SIU Press Release says that the incoming freshman class average of 23.65 is its highest "in at least 20 years." Same Press Release quotes their Chancellor as saying that decline in enrollment to current 12,817 was expected but their concentration last year was on quality of incoming ...

As a face-the-basket 6'-8" forward whose skill set is more shooting than banging on the blocks under the basket, TB might turn out to be Lou-ish. If he can improve his defense, foul less and a average close to 6 rebounds per game he would be one of the better forwards in the Valley.

Counterproductive. Pitting the top 5 against each other several times likely means a less impressive wins and losses record, and we already know that RPI means nothing for a non-P5 conference.
